Fiona Whittaker is Chief Officer (People Resources) at North Lanarkshire Council and Vice President of SPDS, as well as leading the SPDS Workforce Portfolio.

A member of the SPDS Executive Committee, she brings over 35 years of HR experience across multiple sectors, including whisky, pharmaceuticals, energy, and transport, with international roles in Europe, the Middle East, and Africa.

Specialising in large-scale organisational change, Fiona thrives on tackling complex workforce and transformation challenges in local government. She has spent the last seven years at North Lanarkshire Council, partnering with colleagues to drive strategic, multi-year programmes.

Beyond her council role, Fiona is a Board Director at Routes to Work Ltd, North Lanarkshire.
