Elaine has 35 years’ experience working in HR in the public sector. She started her career with Dunfermline District Council, followed by a short period at Perth and Kinross District Council before moving north to join Highland Regional Council as senior HR officer.

In 1996 she moved to Highland Council working as Area HR Adviser and HR Manager responsible for the operational HR function in Highlands. She was appointed Head of People in 2019.

Elaine has also held the role of SPDS North Secretary, then chair of Social Work/PVG portfolio group which has enabled strong relationships to be fostered with partner agencies such as Disclosure Scotland and SSSC. She is also a past president of SPDS.
