Dr Stephen Moir is a proud and committed public servant with extensive leadership experience across local government, the NHS, and policing in both Scotland and England. His career highlights include serving as Chief People Officer for NHS England, one of the world’s largest employers, and as Executive Director of Resources at the City of Edinburgh Council, where his public sector journey began.
Since 2022, he has led Cambridgeshire County Council as Chief Executive, working with partners and elected members to shape a greener, fairer, more caring county. Cambridgeshire is one of the UK’s fastest-growing areas, home to nearly 700,000 people and marked by economic and social contrasts across its urban and rural communities.
Stephen has also held numerous non-executive roles, including President of the PPMA, board member positions with national improvement agencies, and Vice Chair of Edinburgh Napier University’s Court. A Chartered Companion of the CIPD, he served on its board for six years. Most recently, he was Vice Chair of the Association of County Chief Executives and a national spokesperson for SOLACE.
In April 2024, he was elected as Vice Chair of the Association of County Chief Executives, the professional body which brings together the Chief Executives of 38 large English county and unitary authorities, whose councils serve more than 50% of the population of England.
